The Loop Road: Investing in Howell's Future

The City of Howell is celebrating a milestone decades in the making with the launch of the transformative Loop Road infrastructure project. This project involves paving Lucy Road and creating a Loop Road connector. This long-anticipated initiative represents a significant step forward for local accessibility, economic growth, and the surrounding community.
The project officially kicked off after the Howell City Council approved contracts for Phase 1, which will pave and modernize Lucy Road and extend city utilities beyond the CSX railroad tracks. The first phase, awarded to Springline Excavating for $2.1 million, includes a 200-foot extension of city utilities along I-96 and significant improvements to Lucy Road, currently a dirt pathway. This phase also includes modern drainage enhancements, wetland equalization culverts, and the installation of vital utilities, such as 10-inch and 15-inch sanitary sewer lines and 12-inch water mains. This work will establish a vital connection between Michigan Avenue, Lucy Road, and Grand River Avenue, creating a new route for travelers, emergency vehicles, and local traffic. Additionally, $4 million in capital improvement bonds have been allocated, ensuring the project’s successful completion.
A Community-Driven Vision for the Future
Mayor Bob Ellis highlighted the transformative potential of the Loop Road project, calling it the realization of a decades-long vision. “The Loop Road has been on the city’s agenda for at least 20 years,” Ellis said. “We finally have the support and grants to make it a reality… This project will provide an alternate route for emergency responders, reduce truck traffic in downtown Howell, and unlock access to currently landlocked properties,” Ellis explained. The Loop Road will connect Lucy Road to Michigan Avenue, offering a smoother, more intuitive entry to Howell from I-96 while aligning with the city’s broader goals for economic vitality and accessibility.
For the Motorsports Gateway Howell community, these infrastructure upgrades transform Lucy Road from a dirt path to a modern thoroughfare and will enhance accessibility to public areas of the Automotive District. The motorsports facility will attract visitors and businesses, and underscore Howell’s growing reputation as a regional hub for automotive innovation.
By enhancing roadways, utilities, and safety measures, Howell is setting the stage for sustained growth and opportunity. The Loop Road project showcases the city’s commitment to creating a more connected, accessible, and vibrant community.
